National Director for RSETIs
National Centre for Excellence of RSETIs (NACER), is functioning under the aegis of Ministry of Rural Development, Government of India which has been entrusted with the responsibility of mentoring & monitoring the performance of each RSETIs sponsored by all Banks in our Country .NACER is headed by the National Director (NDR) . NDR is assisted by the team of Group Heads who are having and expertise in this field for offsite monitoring of all the 585 RSETIs in our country which has been sponsored by various Banks .In addition to that NDR is supported by State Directors in each State who are monitoring each RSETIs underhis jurisdiction in respective States and directly reporting to the NDR.
National Director is an Executive on deputation to National Centre for Excellence of RSETIs (NACER) Bengaluru, (Under the aegis of Ministry of Rural Development) from CanaraBank Bank who reports to the President, National Academy of RUDSETI, Dr.DVeerendraHeggade. NDR is looking after the entire monitoring mechanism & functioning of RSETIs in the Country & at present, Sri Bipul Chandra Sahais functioning as National Director for RSETIs (NDR) heading the National Centre for Excellence of RSETIs (NACER) at Bengaluru.
Profile of Sri Bipul Chandra Saha
Sri Bipul Chandra Saha is native of Bongaon in North 24 ParganasDistrict in West Bengal and his mother toungueBengali is his mother tongue. In addition to that he can understand other languages like Hindi, English ,Assamia , Oriya , Bhojpuri and Kannada . After completion of school education at Bongaon High School he joined BSc Agriculture course at Bidhan Chandra KrishiViswavidyalaya ( BCKV ) in West Bengal and passed BSc(Ag) and Msc (Ag) in first class from there . He had also persuaded research work under Scholarship of Indian Council Of Agriculture (ICAR) at BCKV.He has also Qualified NET. He started his career in Canara Bank in 1997, as an Agriculture Extension Officer (AEO) and worked as Branch Head , as Agriculture Section Head of Agriculture & Priority Sector Lending in Regional Office Meerut, Circle Office Lucknowand Circle Office Kolkata . As Chief Manager he has headed Agra Cantonment Branch . He has also worked as Senior Executive Vice President at Canbank Factors Ltd (a subsidiary of Canara Bank). Before Joining to NACER as a National Director he was looking after Liquidation of Accounts under IBC code 2016 in Stressed Asset Management Wing, Head Office , Bangalore.
SSubsequently after joining in Bank he has completed JAIIB and CAIIB examination from IIBF, Mumbai. In the year 2014 Canara Bank has nominated him to pursue Executive MBA course under the sponsorship of Canara Bank at International Management Institute, New Delhi . During the MBA course he has been trained at various International Campuses of ESCP Europe namely France (Paris),Germany (Berlin) ,and Italy (Torino).
Role & Responsibilities of National Director for RSETIs :
- National Director for RSETIs will assist the President, NAR in the appointment of the State Director for RSETIs through a committee put in place by the President of NAR for effective monitoring of RSETIs in each State. The State Directors for RSETIs will report to National Director for RSETIs. The salary and other emoluments of the State Directors will be reimbursed by MORD through the NACER.
- NDR shall be the link between MORD/NIRD/Stake holders of RSETIs / State Govts.
- Convene the quarterly Advisory Committee Meeting of RSETIs.
- Bring out quarterly bulletin on RSETI functioning.
- At monthly intervals, shall take up surprise visits to minimum of 3 - 4 offices of the State Directors for RSETIs to monitor their performance and visit to 2 – 3 RSETIs for review and guidance.
- To identify selection of eligible institutes/individual Directors for Annual Awards and other incentives by placing proper systems and procedures.
- Representing RSETIs in the NLACR.
- Convening State level workshops inviting all the stakeholders – RSETI Directors / Govt. Agencies / sponsor Bank at least once in a year for proper review and guidance.
- Providing guidance to all RSETIs through State Director for RSETIs from time to time.
- Providing continuous hand holding to all RSETIs till they reach the level of best performing RUDSETI.
- Overseeing the functioning of State Director for RSETIs and monitoring their performance.
- Updating training modules from time to time in association with NAR.
- All proposals for organising training programmes for RSETI Directors/ Nodal officers/otherstake holders to be organised by NAR shall be routed through the National Director for RSETIs and NDR shall closely monitor the same for its quality.
- Monitoring, defining and evaluating the role of State Director for RSETIs.
- Convening annual conference of RSETI Directors / State Director for RSETIs/ Stakeholders.
- Providing feedback/ suggestions at regular intervals to MORD/ NIRD/ Sponsoring Banks from time to time so as to bring improvements in the functioning of the RSETIs.
- Ensuring conducting of Quality Audit of all RSETIs by the State Director for RSETIs.
- The National Director for RSETIs shall maintain separate books of accounts at NACER, which shall be open for inspection to all the stakeholders and shall be subjected to audit every year.
- The day to day affairs of NACER shall be carried out by the National Director for RSETIs and he shall exercise general supervision on every affair of the RSETIs through State Director for RSETIs under the direct control and supervision of the President, NAR.
- Shall be responsible to carry out any instructions received from MORD for strengthening the RSETI movement in the country.
Important Achievements / Assignments
- Nominated by MSDE, Govt. of India as a member of the Core Committee of Regional Partners of MSDE for Advocacy of National Entrepreneurship Award (NEA) for the year 2018 and 2019.
- Instrumental in forging Collaboration with National Skills Development Corporation (NSDC) under the Ministry & Skill Development & Entrepreneurship for conducting 10 days EDP to 1 lakh PMKVY / PMKK trained candidates through RSETIs by signing an MOU with them.
- Executed MOU with the State of Maharashtra for DAY-NULM (National Urban Livelihoods Mission).
- Collaborated with National Schedule Castes and Schedule Tribes Hub (NSSH) under National Small Industries Corporation (NSIC), of Ministry of MSME for training of SC/ST candidates through RSETIs.
- General council member for NIRDPR, Hyderabad
